"Engine reset" error when video track is online

My video engine is enabled but if I attempt playback with a video imported and the video track enabled I get this error popup:

"Playback could not be started because of an engine reset. This may happened due to a CPU issue, a problematic driver, or because playback was started immediately after an engine change."

This is a fresh session with a single video track and a couple stems. I've tried:

• Reinstalling PT
• Enabling/disabling video engine and GPU in settings
• Updating GPU Drivers
• DNxHD at different bitrates and scales
• Different videos
• Using regular mp4 video
• Having only PT open
• Opening other previously known working video sessions
• Opening the session on SSD and HDD
• Total restart.

Monitoring system resources in PT and Task manager show up no major spikes. I've checked the session drive health, no issues. The previous mentioned error is the only info I'm getting on the PT side.

Still getting the same issue. The only thing that allows playback to continue is turning off the video track, which is counterproductive.

System is:
PT2023.3.0
Windows 10 Pro (10.0.19045)
AMD Ryzen 5800x
Gigabyte B550M DS3H mobo
32GB RAM
NVIDIA GeForce RTX 3070
