I can't comment on a Windows laptop running PT HD, but my PT HD 12.1 rig (see sig) runs two HDX cards on TB2 under Win 8.1. My HDX cards are in a Sonnet Tech III-D chassis. Sonnet Tech and Avid TS said it was the such system they knew of (ST mostly does Apple and I spoke to their senior tech, and as for Avid, it's luck of the draw as to what tech answers a TS call). So... since TB2 is TB2... why would a laptop host make any difference?

Have you run other TB devices on that laptop? I'd make sure TB was working before clicking buy on an expansion chassis. Since the HDN card is half-length, you won't need a full-length chassis like the III-D. STs are quieter than Magmas.

According to the guy from Microsoft at summer NAMM it isn't officially supported yet because there's no hot plug capability and there are some security issues. He said they are working on a driver which will probably be released as part of windows 10 in a few months.

Anyone doubting that HDNTB on Windows works, and is plug n play, should read my Pro Tools Expert article, which demonstrates it working perfectly.

All Thunderbolt does is bring the PCI bus out on a connector. The computer identifies any piece of Thunderbolt-connected hardware as if it were just a card in the computer. Thunderbolt devices require a Thunderbolt chip in the device and I understand the cable requires a chip. With the right hardware compatibility is pretty trivial.
