Default 003 Rack No Phantom Power

Just purchased a barely used 003 rack. Trying out for first time, can get dynamic mic at input, but phantom appears to be not working. Anyone know if there is an internal phantom power fuse? Any other thoughts to get the phantom working without sending unit in?
