Default Pro Tools Fails to Launch

I am attempting to install Pro Tools on some stations that will be used by several (hopefully non-administrative) users. I run the 7.0 installer and the 7.1 updater along with the Pace driver update. The user who installs the software can launch it without trouble. However, another user logging into the machine cannot launch Pro Tools (unexpectedly quits). If the second user runs the installer, all is well. I've tried this using local accounts and even tried installing on a fresh copy of the OS. Has anyone else run into this problem - I've searched and searched without finding anything similiar discussed. Here are the details:

- Pro Tools 7.1
- MBox 2 (USB)
- Mac OS 10.4.7 (same result on 10.4.6)
- Dual 2Ghz PowerPC G5
- 1GB DDR SDRam
