nonsense: Control won't work with F17 ,F18, F19 (but with F1 to F16)

Seems to be a bug?
I tried to use several key-commands on my apple-keyboard with F17 to F19, with and without modifiers. But nothing happens! It's just Control.

When I use F19 in ProTools to open the strip silence = it works.
When I tell the Eucon software to use F19 as a softkey = nothing happens.
BUT any F1 - F16 without or with ctrl+shift+cmd works.

Anyone else, and any ideas?
