Default PT 11.3.1 Consistent Freezing on Windows 10 Home

Hello everyone,

Thanks for looking at this. A buddy of mine built me a custom PC last month to run Pro Tools on. I will put the Sandra report below. However, about every minute or two, Pro Tools will become unresponsive to the mouse for several seconds. There is no spinning wheel on the mouse, and I can click and perform tasks perfectly outside of Pro Tools, but inside Pro Tools I click around and Pro Tools is unresponsive. Most of the time this lasts about 5-10 seconds and then it snaps out of it, and everything that I clicked during the unresponsive period happens all at once. Sometimes it never snaps out of it, and I have to force quit Pro Tools and restart. I've been monitoring the Windows task manager and I haven't been using more than 35% of the CPU, and 30% of the RAM.

At first, I was running version PT 12.8. I did a clean uninstall and reinstall a couple of times. Then I uninstalled PT 12.8 and installed PT 11.3.1 but the problem remains the same. I downloaded the Intel Driver Utility and confirmed there were no new drivers to download. I also did all of the computer optimizations that were recommended by Avid when I contacted them but unfortunately the problem remains. I also downloaded a free trial of Cubase to see if all DAWs were having the same problem. Cubase seems to be running perfectly. I also purchased a new USB cable for my Scarlett interface, just in case, but the problem remains.
