Why is my keyboard shortcut not working??

Finally the answer:

Go to system preferences --> International --> click on the third tab, click on option, deactivate the fist check box that say use "command option space" to change keyboard layout.

Though my International Command-Option-Space is checked, the combo still works in ProTools. Now, on my Digi keyboard, why-oh-why do my F9 and F10 split the Edit/Mix screens to opposite ends of the monitor rather than activate the Scrubber and Pencil tool?

Perhaps the Keyboard Preference will fix that, too. Let me check....

Craig, sounds like your are running OS 10.3.4. That is what is making it do that. Not sure off a fix though yet.

Craig - that's Expose working when you press F9 F10 and F11. You can change the keys assigned by going to System Preferences and clicking on Expose. You can reassign or deassign the keys there.
