Turboboost in mac pro late 2013

Should the turboboost ever be turned off on the mac (64 gig 12 core) when using Protools 2020 with waves and UAD plugins.
The UAD plugins seem to stutter when engaging while in play. Is this normal?
There are periodic error messages and the internet browser crashes and restarts and this started happening when UAD PCIe octo-core card was installed.
This happens only once in a while (like when opening up We Transfer to send a file.
