I think this is how it's supposed to work. If the video editor gave you a Quicktime that is not frame edge aligned, it can be frustrating to see the spotting always off by a subframe. The good Quicktimes I receive fall cleanly on a frame edge, and since PT7, I've never been able to move the video in subframe units. Basically, that doesn't exist- so don't try it.
Some other post-gurus here might have a better explanation for this.
