UPDATE: I spent several hours last night working on this with a tech from Neyrinck Audio, the guys who write the V-Control software, which interfaces the Raven to the PC. We discovered that there is something wrong with the way the interface handles the Digi 002r in PT11 on Windows 10, BUT there is a workaround we discovered. I powered down my 002r, started V-Control Pro, loaded up PT11, opened a session using ASIO4ALL as the playback engine, then loaded the Raven software. Everything worked. Then I powered up my 002r, changed the playback engine to the 002r, and voila! It worked! So it has something to do with having the 002r powered up when you load the software. If you power up AFTER the software is already loaded, everything works.
