Def not fixed on my system. Took a day, pulled all plugs, reinstalled a few at a time - no difference. What I discovered was:
if there are no audio tracks of any kind, instrument tracks bounce and commit wonderfully. Adding an audio track with HEAT active screws everything up. No more bouncing and committing.
