What is on the partition labeled LRS_ESP?... that is formatted FAT-32, which is not supported by Pro Tools. Lots going on on that one 512GB SSD. Does things work OK on Windows 8 on the other boot partition? you have reisntalled Pro Tools cleanly on both the Windows 8 and Windows 10 partitions?
Remove any media from CD/DVD drives.
What changed 2-3 weeks ago?
Make sure any anti-virus software is uninstalled or completely disabled.
Trash prefs & DB as already suggested.
Does that whole SSD pass disk verify OK?
Any interesting warnings/errors in the Windows event log?
Roll back to a backup from before then if nothign else works.
