Sorry if you already know about this, but this is exactly what AFL and PFL Solo modes are for. Many people (myself included for a very long time) don't understand AFL and PFL solo modes. Pro Tools works just like analog consoles which also have AFL, PFL and Solo In Place. I think it would be bad for Pro Tools to stray what Analog consoles are doing.

AFL and PFL do need to be set-up for their outputs in IO settings, but then you can solo anywhere (including effects busses etc) and you will hear exactly what is going through those busses because it won't mute the other tracks.
