Pro Tools 11.3.1
Mac OSX 10.14.6

The notes are probably muted.
Keep in mind that you're running a totally unsupported setup as PT 11.3.1 is only considered compatible up to OSX 10.10.3 although I had used it with OSX 10.12.6 with some issues. For example the import audio menu command won't work and you have to drag audio in from Finder. Here's a link to the compatibility chart:

Use PT 11.3.1 outside of the chart recommendations and don't be surprised to have problems.
