To troubleshoot, I'd try testing with some other interface.
All Windows updates? All plugs updated? Driver updates? Spyware? All AVID optimizations? Kill useless startup items? Uninstall all bloatware? Run CCleaner, including the reg cleaner? Go through Windows settings and turn off all useless stuff?
