I have PT 11. I have had the same licensing issues for the past few months since January, 2017.

I had online support however it seemed endless... I could not use my PT for weeks... VERY frustrating. To follow, are some things that might get you (US) closer to actually recording some music.

Make sure that you have activated your Master Avid Account. That assures that your computer is talking with Avid online and is an open gateway to install license updates, etc,

Also, make sure that you have checked your iLok account (iLok.com) for any updated licenses. Click open every link you can in your iLok account and make sure that you have 'Auto Renewal' activated for Avid to automatically charge your credit card monthly; or whatever terms you have agreed to. Otherwise, you have to physically authorize licensing monthly to use your PT software.

Hopefully, this info will be helpful to someone out here while you are awaiting clarity form Avid customer support...
