Did you notice a performance boost when going to 2018.7 ?
Have you found that most of the plugins are compatible?

Id like to keep 12.8.3 on the same machine
Do I need to rename 12.8.3 to something else to keep it from being upgraded?

thanks!
2018.7 on 10.12.6 is by far the best pro tools I have ever used in my entire life. I recommend it specifically FOR performance even if you don't need the new features. Haven't had any plugin issues yet.

I'm on the 2014 model quad 2.8 macbook pro, not much more powerful than yours (around 10% clock for clock from ivy bridge to haswell), and i can finally work in 64 buffer in PT for the first time ever (at 44K) or 128 buffer at 96K instead of 256 buffer.
All cores loaded evenly. I highly recommend this release.
