Not sure it will work with Win 10, but your 192 should be turned on before you turn your computer on if I understand you correctly. Also newer computers do not natively support PCI slots, they use a bridge chip that is not totally compatible with real-time audio. Too much latency already built in. Some server motherboards still natively support PCI. Jetway had a great Q77 based motherboard with 4 Native PCI slots, i7 support and PCIe 16x graphics slot.
