Running an old PT11 version on Catalina is begging for trouble so thats a no.
I would trash prefs and also look thru the plugin folder for old non updated or demo plugins. It is a pain but the 9173 errors can be lots of stuff.
Whats your computer and RAM/Hard drives etc?
