I'd like to take advantage of all the IO's the 003 has, that's why I was thinking about using an outside mixer.
I'd also like to be able to use some out board gear along with plugins. Is this doable?

You can use plug-ins and outboard processors in combination. But, if you're new to all this then it would be easiest to use one or the other. And we still don't know if you are intending to use the mixer for mixing/summing or for the preamps to be a front end for the 003, or both.
