step recording is when you record midi to a grid, and when you hit a note, the cursor goes to the next grid step and waits for you to hit another note. when you hit that note, it will go to the next grid position and wait until you hit the next note. it always waits for you to hit the next note. i never saw the utility in using step recording. i think its a hold over from the way old sequence-on-your-drum-machine days.
