We understand what you're asking, you don't need to keep repeating it. Most of us here understand very well what ASIO4ALL is and how it works.

Nobody knows what you did. Nobody here likely knows how the WDM driver for the audio device in the surface behaves when wrapped with ASIO4ALL. Maybe it's screwed up with multi-client support and you have another utility or Windows itself accessing the audio device is causing problems. Maybe there is a sample rate mismatch and the sample setting code path is not working with this setup. ASIO4ALL is a hack, it's unreliable, stuff often does not work. WASAPI/Window Audio might also show up as a playback engine option... if so try it. If nothing works, and you really want to do this, then... roll back to your last working backup or do a full clean Windows install and start over.

But beyond that nobody here can likely offer you any more hand holding for a Windows tablet almost nobody uses. Pro Tools is fragile on Windows systems, especially laptops, and your tablet is likely more so. Again it's likely a poor choice of a computer to run Pro Tools on.

And static and all sorts of problems is common with ASIO4ALL, it's not a magic thing that just works, it's often problematic as hell--as you are finding out. You've been given pretty clear advice to get a supported ASIO interface to make progress, if you don't want to follow that it's your choice.
