Mmm running out of ideas here.
Are you using a conductor track? (blue conductor icon lit up in the transport window). If so uncheck that and see what happens. That does not explain how a new session has adjusted tempo however.
Unless somebody else here has a simple idea then I'd be tempted to trash preferences, create a new session and see if that works.
