19.7 should be OK with that OS and N8. This is not a firmware thing.
When you say cleaned EUCOn please be aware that the new Installer doers a much better job of that. So try this to get back to 0. Install 19.7, reboot. Now run the installer again and select remove all Apps and remove all prefs. then reboot and install it again.
