Go into Windows Defender>Virus & Threat Protection>Manage Ransomware Protection and turn off Controlled folder access. Then you won't have to exclude any folders.
But, read up on what Controlled folder access is for, you may or may not want to turn it off.

Controlled Folder Access was/is off (by default?)
If I don't exclude the plugin folder Pro Tools re-scans the plugins at each launch as if it was just installed. Very slow and annoying.
