For Pro Tools HD, Yes. (except there is a plugin bundle license you can buy separately which give you access
to more plugins on a subscription basis.)
Seems this is a screw up in the Avid/ilok system.
I would not buy anything right now and let Avid sort it out as jeffro seems to have already started that for you.
