Not a clue, but some things to consider:
1-what is drive E:? If its an optical drive, remove any disk that might be in it(you also should not leave a disk in any optical drive while running PT as it will usually drag performance to a crawl)
2-Are you right-clicking on the Setup file and selecting the Run as Administrator option? You should always do this on Windows.
3-is this a clean install or was there a previous version of PT installed? If you had a previous version, did you do an uninstall(from Apps and Features)? Whenever you uninstall PT, you get the option to remove PT only, PT and the HD driver, or PT and everything(prefs, database, etc). You should ALWAYS choose at least to remove the HD driver, regardless of if you have HD(leaving the HD driver will fool the next installer into thinking there is still a valid PT installed)
4-where is the installer from?(a disk or a download). If its a download, I would download again(maybe the installer got corrupted).
