Default Updating Plan - Updating Billing address conundrum

Trying to update my plan by March 31 to take advantage of the free plug ins. However when I get to the Cart, I'm required to confirm a billing address that is already in the system. Despite already having my STATE in the billing address I'm asked via form to add the STATE before it will allow me to proceed. When I add the STATE I'm then informed that I can't change my COUNTRY because I have active subscriptions. Only I'm not changing my COUNTRY I'm just ADDING the stupid STATE because I was asked to.

I can't update my plan because of this stupid glitch in the system. How do I proceed oh Avid geniuses?
