R-Permissions, reinstalled from disk and the updater still will not update.

On another note:
I also noticed the Plug-in setting folder for Xpand is (red X) locked for preset settings, I replaced this with my own Xpand! folder which allow for my settings to be save.

For the updater as I mentioned I backed up (Moved) my settings and did a reinstall from the original disk.

PT's HD7.1cs5, OS 10.4.5
Xpand pi Version 1.00.701
Xpand .dat located in the Digidesign applications support folder (As installed)

P.S. Original Xpand works otherwise.
