Embarrassing…
I always test my new installs with a test session that I have that contains a bunch of loops. I opened it up 12.6 to check out clip effects and it would not engage.
Turns out that I was trying to engage it on a track that where the clips were grouped - d'oh!
However I did notice that clip effects are turned on by default on every clip in a session. That could get weird although it has the added advantage of having a phase switch on everything…
