Its all very much possible. You can also use MIDI tracks to send out messages to the 11R, such as PC messages to change a preset or CC's to switch FX on and off.
Though I have no experience changing session tempo via tap mid playback. If I'm playing to a session, I already have the tempo map and signature changes written in, so there's no need.
