They were very clear that iOS 13 would not work. They sent out emails.
No one else should be having your problem because no one else should have updated to iOS 13. Everyone should have turned off autoupdate when they got the notice.
I don't know if you can reset to the original factory setup of the iPad to go back. That's your only solution.
