Does transport still lock to a single workstation when using a multi workstation workflow via satellite?

We are able to lock the transport to a workstation but when attentioning a different workstation and attempting to navigate timecode position from the attentioned, non transport locked workstation the numeric pad is unresponsive.

This happens on both S6s running 19.12 and 19.4. However, we have a third S6 running 18.3 which responds as expected when locking transport to one workstation and moving to others. Is this a deliberate feature in the later versions?
