It's really spotting the region to the edit cursor which I assume is in the same place as the playback head.
Try unlinking timeline and edit and then put the edit cursor 5 bars back or forward in time and see what happens.The region will butt to there.

There is no duplicate backwards command in the real sense but have wished there was many times.

This method works most of the time but just be aware that it's a work around.

I have a different workaround for this one, which works with selections as well: Just select the region(s) or the selection you want to duplicate backwards, hit "K" as many times as you want duplicates and then cmd-D to fill it up again. Fastest way for me.
