According to the compatibility chart you could run the latest PT12/2018 on El Crapitan but why would you want to? EC was probably the worst OSX ever visited upon the universe.

Next - what specific system drive do you have? If the spinner it's a 5400 rpm drive and you'll be frustrated by the lack of speed. If the ssd then that's good. OWC can fix you up with an ssd if you have the spinner and want to change it out.

You can get by with 8 gig but if you can bump that up to 16 gig that would be a good thing. $120 US from OWC.

Plugins - yes things changed. PT10 was the last one to use RTAS format and introduced aax format and when PT11 and onwards dropped it changed yet again to aax64. So yes you'll have to render out any plugins you can't live without before making the jump to PT12/2018. Check with the developers of any third party plugins you have for an upgrade path. Some may be free but more likely than not if said developer is still around then it's dig out the plastic time. Whether a full or cut price upgrade depends on the developer. Do understand that some Avid plugins that were separate plugs have been rolled into one plugin.

The best thing you can do before you make the jump to PT12/2018 is to make a clone of your system drive that way if things go bad you can get back to a working system. Particularly with going to a whole new OSX in which case the Apple Way of installing a new OSX over the old (in-situ upgrade) can lead to strange problems. And also make sure you can get drivers for your audio interface and other h/w for the new OSX.
