I had this exact problem a few months ago.
Try this
Create a new admin user
delete ILM
download & Install new ilok drivers (even if you just did it do it again)
Download & Install new ILM
Log on to your ilok account.
FWIW - you should name your ilok exact what your user id is that way you will never forget it too...
