A perpetual license doesn't expire, it will continue authorizing specific versions even if the Upgrade Plan has ended. Note though that a new
Pro Tools HD software purchase does not include v10/11 licenses. If you need v10 you could purchase a used license and do a
Transfer of Ownership. Check the
Buy & Sell forum, etc.
