Are you on windows ? Check the Bios settings . Find everythung related to cpu stepping like Intel C states , Turbo boost and everything relating to power saving and disable them .
On windows be shure to set the Run as administrator tewak in the OS ( this cause for me spikes on my last system setup ) no having it done .
Hyperthreading is found on Bios and change it if none of the above works .
Your supposed to have them but do you have all the OS optimizations done ?
