A new/different ShoeTool must be required for 12.4 and 11.3.2 as like you say, you can't run both on the same El Capitan system. I'll have to remove the PT app and PACE files in LaunchDaemons and PrivilegedHelperTools, reboot and re-install both PT then iLok License Manager.
A pain in the butt, but I guess this is the only way to swap between the two.
