I have a similar problem with the Soundtoys Crystallizer plugin!
Here's a movie showing how the plugin gets upset when another latency-inducing effect is preceding its insert slot:

So, this is probably another PT bug regarding audio/MIDI delay compensation.
I've already submitted an Avid support ticket: case 03918877.
