What you are describing ainīt no bug nor an issue but the regular behavior of the Console app. There are just some limitations obviously.
You canīt resize the plugin windows, you only can minimize it or put it back to one single regular size.
You also cannot change amps by clicking on the amps only (or above them). You have to use the presets.
And, yes, the cursor changes to an arrow which normally changes the function as well. Not so in the Console app in many cases.
However you can click on every knob, button whatever in the plugin window which cover a particular function and it will work as supposed to.

My system works perfectly fine, no issues at all. Itīs just like it is in the UA Console app.
Btw you can adjust the basic Console window to any screen/display size by double clicking on itīs frame but thatīs it. You cannot change the plugins
size individually when having it opened in the insert slot. Again, you can minimize it, put it to the dock below and you can resize it to itīs standard
size. Thatīs it. Well, yeah, you can close it down as well. Simply no more options. Even if the cursor/arrow seems to promise more.

Nevertheless you may check out if you use the right/the latest version of UA software/driver for your Apollo. Check it out there.

Just select your particular interface and your OS platform (Mac or WIN), download and install the right stuff.
Anyway it will not change anything of the behavior within the Console app you have described above. Gotta live with it.

And, yes, there is a version 1 and a version 2 of the Console app but if you download and use the latest versions of the UA software/drivers you will
have version 2 automatically (UA Console app is included in the UA software). Check out the attached images. Image 1 will be show Console version 1,
image 2 shows Console version 2.
Exception-if you use any version of OS X prior to Mavericks 10.9, you will have to find your suiting version of UA software/drivers under -Archives-.
