Here's a cryptic response:
1) Waves is better in general
2) However, it could take longer to get the right sound from Waves
3) L2 + L3 have ruined many a good mix
4) Ozone is great, especially when you don't use the loudness maximizer and don't overdo the compression
5) If all you are after is master compression/limiting, consider Digidesign Maxim (not multi-band, but a great limiter, compressor, and dither)
6) If you have the skills and the money and patience, go with Waves
7) Ozone is so cheap, that it may be good to have in the bag anyways (I have been very impressed with it in general)
8) Ozone has a badass GUI
