I was using Windows 8 beta and upgraded to win 8 pro. I have protools 10.3 and the 003 and never had any problems. I thought I had 10.3 open in the new win 8 last week but possibly not. I renamed ProToolsPref.ptp in Users/app data (is that the prefs they mean?).
I ran this same motherboard a few builds back and can tell you from experience that PT hated different brands of RAM on this board. I'm not saying that this is your issue for sure, but...

And of course Windows 8 has been touchy about this anyway. If this is your production machine I would go back to W7.

Try this utility for your Prefs deletion.
