Hi Bob,
I would find out the minimum scale for Sound Editors in your Union Local and use that as a starting point for your labor. You'll then have to determine a rate for your equipment/studio as well. For example, if you were hired as a Sound Designer here in Hollywood on a studio film, most likely you'd be working on the studio lot (using their equipment) or at an independent house (again, using their equipment). So, you'd usually only be getting paid for labor, at or above Union scale. Before everyone chimes in about kit rental, I know: sometimes they'll rent your system too. But nowadays, there seems to be much less personal system rental than 10 years ago (the studios all have plenty of systems of their own), so I'm just trying to be as cut-and-dried as possible.

I've never heard of a By-the-minute rate for sound design, only music.
