"Download" is just simply a process where your LE hardware re-acquires updated setting from your ProTools folder...you already have that on your hard drive. The PT LE original installation have put it there.
So...no internet connection is necessary, and as a matter of fact I'd advise against using it while PT is running.
You can also check in the "tools" sub folder for current firmware version.
For the error you getting...try a search .
