Per your advice, I went to the other thread you mentioned and I posted there. Seems the plan is to use a newer license and to avoid using the legacy license.

Yes. With the Eleven Rack Editor installed in Windows v 1909, you cannot successfully upgrade to Windows version 2004.

I've read that PTF and perhaps PT stores project files on a local drive. Perhaps that drive is hidden and in your case called "E:"

I was able to install PTF by uninstalling iLok, Avid Link, and PTF. Then I started over with a new email address and User ID.

Initially, I must have changed my User ID during the installation...

PTF seems to initialize properly. A window states: " ... you will be directed to the Playback Engine". A few seconds after selecting "OK", PTF crashes.
