I'm on PT6.4 and from what I remember, it came right up in the SETUPS>Peripherals>Ethernet Controllers.
Have you tried just connecting an ethernet cable directly from the computer to the Control24?...

There are 2 constant issues that I have with the older Control 24.

1- the monitor section seems to need their ribbon cables reseated on a fairly regular basis. Especially when the temperature...
