Sorry for the trouble. I went in and manually pushed the expiration dates to get your licenses up and running - please right+click > Refresh and/or Synchronize your iLok as needed. I will follow up...

We started including the DigiLink license with interfaces and active Pro Tools HD Update Plans in Sept 2016 (when v12.6 was released). I'll check up on your support case...

The User Library is the one that's hidden (the one you can hold [option] in the Go menu to see) but the plug-ins are in the main Library at the root of your boot drive...

If your Cloud Session is set to Automatic Mode then simply Close Your Cloud Session. If it's set to Manual Mode you can Close Your Cloud Session or de-activate the license(s) from your Cloud Session...

Your license bundle didn't have an updated Release Limit (right+click > Show Details for the license in iLok License Manager) so we updated that. It's also in your iLok Cloud - refer to this...
