Get a new SSD drive, install a clean version of Windows on it and start over doing a really clean careful install of Pro Tools, ILM and your interface driver, and bare minimum systems device drivers...

Where are your sessions stored? If they are on the iCloud silliness in your documents folder as well that is just a bad bad idea.

You will likely have to troubleshoot yourself your file import...

OK what is the buffer size and sample rate are you running running at... that tells you what latency to expect... you can compare that to what you see. You can also put your timeline in sample...

For me it is all about disabling Windows updates. So Pro. But more importantly, build your own system, install a clean version of Windows, and take your time manually managing what drivers are...
