Updating iLok seemed to work the one time I tried it, but thank you for your very in depth answer. If the problem persists I will reference your video.

PT keeps reopening when I try to close it.

Everytime I try to close PT, just by exiting a session, it closes down and then not 10 seconds later the program starts up again. This will continue to happen unless I close it from task manager.
